Scout Moor is outside GM (not even Ramsbottom?), but as Judith says the roads up there now have created good habitat for them and its a big place.

I have no idea whereabouts on Scout Moor the bird is being seen, nor where the county boundary is in relation to it. One thing's for sure though, the person reporting it seems to think it's in the county

Looking at the map, I doubt this is in Greater Manchester - the boundary takes a dip there. But the bare ground created by all those turbines (about half and half in GM and Lancs) should be a good area for Snow Buntings.
