As discussed, the best solution to cross county boundary recording is to submit the records to GMLRC RODIS via the link at the bottom of this page. We will set up three sites in RODIS, one for each county and pass on any records from Cheshire, or Merseyside, to the respective Local Record Centres, rECOrd and Merseyside Biobank. They will in turn pass bird records on to the County Bird Recorders for Cheshire and Merseyside.

I am working on a website on an area of countryside and looking to encourage the public to submit wildlife records of all species not just birds. But principally birds.
I am struggling to fathom it out and I wonder if you could point me in the right directon. There is a complication in that some of the area is chesire some merseyside and some lancashire / manchester.

And the county recorders which in this case is three possibly four recorders for birds.
