If you don't have any binoculars to get a close up view of the ring, could you take a photo of the bird then zoom in on the ring? Note the colour of the ring and which leg it's on as well as any letters and numbers.

A lot of ferel pigeons in any town centre will have rings on,they are normally pigeons that get lost when being raced as younger birds and end up mixing with the other town pigeons,and most pigeon racers will not hunt for any that don't make it back as they would call them bad stock,and would not want them in thier lofts.not a lot you can do except keep feeding it,if you want it hanging around,but if you do that you may find 10 in your garden tomorrow
