Both the Ordnance Survey and A to Z (GM birders bible!) show the county boundary running just to the east of the lakes meaning they're only just, but nevertheless, firmly in Lancashire.
The boundary runs through the wood (named 'The Dingle') along the eastern side of the southern lake (not the lake itself), then follows the very eastern edge of the wood (named 'The Rookery') to the A5209 which it then follows east to the roundabout at the M6. As a result GM has never previously included them.

According to neil southworth the boundary goes right through the lakes which is the main reason the area is under recorded
