This site is north of the B5237 Bickershaw Lane. There's a prominent entrance along this road, but for parking it's beter to go next to 'J's News and Booze' and walk along the track to the side, past the chapel. This track goes alongside Hindley Prison (the scenic delights of birding in GM) and there are several access points on to Victoria Fields, where there is an extensive circuit of recently-surfaced footpaths.
Alternatively from the north, off the A577 in Hindley take Park Road and follow it to it's southern end, where there is access on to the north end of Victoria Fields.
