I think soon we will be looking in hindsight at how penny was in the past as many of the countryside rangers have just been made redundant and most of the others diverted to other departments. There was a time when there was a walk in visitors centre manned by 2 people at all times, and many permanent full time rangers with additional seasonal rangers ,who's job it was maintaining the habitat and patrolling the sight. So as far as I can see the Local Authority had foresight 30 years ago,but due to the economy, where money gets diverted to what is concieved as more important things these days, keeping sights like penny as it was, will become a thing of the past soon .Its a fact of life everywhere, that seem unavoidable ,and unfortunately will become the norm in most local Authorities :( At one time many sites had regular volunteers, but health and safety killed that somewhat. I see Bitterns were reported yesterday at both Pennington and at Wigan Flashes (the latter report quotes "late morning", a bird in flight over Bryn marsh). I don't know if the Pennington bird was seen after Barry Hulme found it early on, - did it stay on beyond say 10.30 a.m. and get seen later through the day at Penny, (meaning obviously that two different birds are involved) or if not, it could well be the Bryn Marsh individual which had moved on from Pennington?
I'm always grateful to finders, but if observers could please log precise timings for scarcer (in my case "target") species, it would be greatly appreciated, and a major help in me (wearing my twitching hat") deciding when/if to come down there.
